Following the 9/11 terrorist attacks, the United States government initiated an exhaustive review of the nation’s domestic secuirty programs and processes. The purpose of this review was to uncover all weak links in the system that may have failed to prevent the attacks, and to eliminate opportunities for additional attacks. Under the direction of the Congressionally mandated āNational Commission on Terrorist Attacks Upon the United Statesā (commonly referred to as the ā9-11 Commissionā), the government set out to identify areas of vulnerability in the nationās domestic security processes, and to recommend changes that would correct those weaknesses.
